The off-the-plan duty concession and rebate scheme aims to make home ownership more accessible to Western Australians and encourage employment in the construction industry by providing a duty concession or a rebate of duty paid on eligible apartment purchases.
The rebate was originally due to expire in October 2021. Since then:
- in May 2022, the scheme was extended to operate for pre-construction contracts entered into between 23 October 2019 and 24 October 2023.
- as part of the 2023-24 State Budget, the scheme was extended to 30 June 2025 for pre-construction contracts, applying retrospectively to eligible contracts signed prior to the date of announcement that have not yet been paid a rebate.
This included legislating the rebate as an upfront duty concession in the Duties Act 2008, meaning a concession will be applied to the duty payable prior to settlement for buyers of eligible off-the-plan contracts rather than being paid a rebate after settlement, and enabling eligible Online Duties users to self-assess pre-construction contracts with the concession. - In October 2023, the 黑料正能量 announced the scheme would be extended to eligible under construction contracts signed between 31 August 2023 and 30 June 2025.
