Community development - South West Native Title Settlement

This framework is a commitment between the WA ºÚÁÏÕýÄÜÁ¿ and the Noongar People to a set of principles and priorities aimed at improving Noongar community development.

The South West Native Title Settlement’s Community Development Framework (Framework) provides the WA ºÚÁÏÕýÄÜÁ¿ with greater scope for direct communication and collaboration with the Noongar People, who will be represented through the future six Noongar Regional Corporations.

The priorities of the Framework include:

  • safeguarding, developing and transmitting Noongar culture 
  • capacity building and leadership 
  • housing
  • youth
  • health
  • education.

Before Settlement 

Prior to the commencement of the Settlement, the South West Settlement Implementation Team will talk with agency heads and regional human service managers groups about their roles under the Framework. 

Significant additional input will be required from key stakeholders about how the Framework will be most effectively implemented and any intersections with related and future government initiatives.  

Human service providers are encouraged to contact the South West Settlement Implementation Team with any questions about the Framework or its implementation.

After Settlement 

The Framework will commence following the conclusive registration of the six Settlement Agreements by the Native Title Registrar (National Native Title Tribunal), and the subsequent appointment of the Central Services Corporation and Noongar Regional Corporations (collectively the ‘Noongar Corporations') by the Noongar Boodja Trust.

Once established, the Noongar Corporations can nominate their representatives for the Community Development Reference Group, and plan for engagement between the Noongar Regional Corporations and the District Leadership Groups (formerly referred to as Regional Human Services Management Groups).

At the regional level the key mechanism for implementation will be through regular engagement between representatives of the six Noongar Regional Corporations and the District Leadership Groups, comprising a range of WA ºÚÁÏÕýÄÜÁ¿ human service agencies together with other local and regional government representatives and other government and non-government organisations.

Implementation of the Framework is to be overseen by a Community Development Reference Group, comprising:

  • members of the Aboriginal Affairs Coordinating Committee (AACC)
  • representatives from the six Noongar Regional Corporations and the Central Services Corporation 
  • representatives from non-government organisations delivering services to the Noongar community.
