The plan was open for a three-month public comment period from 1 November 2010 to 28 February 2011. The comment period was extended by a further two months until 1 April 2011 to give people affected by flooding in late 2010 and early 2011 additional time to comment.
All of the comments received were considered in finalising the plan.
