Planning Position Statement - Expenditure of cash-in-lieu of public open space

This position statement provides guidance on the expenditure of cash-in-lieu of open space in accordance with the Planning and Development Act 2005 supersedes Planning Bulletin 21 - Cash-in-Lieu of Public Open Space (1997).

The WAPC undertook a minor review of Planning Bulletin 21 - Cash-in-Lieu of Public Open Space (1997) and in converting it into this position statement,  has made the following key changes:

  • additional guidance on where cash-in-lieu funds can be spent
  • additional guidance on what cash-in-lieu funds can be spent on
  • new wording that allows a local government to request approval of a grouped program of works across multiple areas rather than just a single location
  • updating references to align with the Planning and Development Act 2005

These changes have been made in response to requests from local government for additional guidance, a more streamlined process for the expenditure of funds and the ability to request approval for expenditure of funds as a program of works over multiple areas.

Other minor changes to remove outdated or repetitive information, and formatting to align with the position statement template, have also been made.

Streamlining the process for expenditure of cash-in-lieu of public open space will assist local governments with the expenditure of existing funds and provide for the improvement of local open spaces in their community.

A review of the Public Open Space policy suite, including this Position Statement will commence in the second half of 2020.
